Sounds like she is in default with a federal loan or loan. The guarantor would have already place a lien against her state and federal income tax returns. She would have been sent a letter last summer from the guarantor, telling them of their intent to offset her tax return.
So what now
What should she do now. Should she try and work with this company? If she does, will they still take her taxes. This is actually a student loan her husband had before they were married.

Who sent the paid in full letter?? Collection fees still have

Collection fees still have to be paid.....they are not always included in the offset.
Call the guarantor....the pif letter could have been in error....she would still be liable for the balance.
