If your employer has not sent your W-2 yet, you need to get in touch with your employer first and find out why. If they refuse to provide you with a W-2, you can file your taxes based on your last 2008 paystub information, and make sure you note on your taxes that you did NOT receive a W-2 from your employer.
First step, though, is to go to your employer - they are required by law to have the W-2 in your hands by January 31 every year. You don't want to get them in trouble with the IRS if there was an honest mistake in your address or something on the W-2.
NOTE: It is not recommended to file your taxes using the information on your last paystub unless absolutely necessary, because the dollar amounts are usually different than what is shown on your W-2.
