Casualty and Theft Losses


As per the IRS article, I can claim a deduction for destroyed, damaged or stolen property that happens due to casualty or theft.

Now can anyone explain the paragraph below?

If your property is covered by insurance, file a timely insurance claim for reimbursement of the loss. Otherwise you cannot deduct this loss as a casualty or theft. This does not apply to the portion of the loss not covered by insurance.

I thought it would be the opposite than what is stated here.
