Past Due Loans?

Past Due Loans?
Up until recently, my FAFSA has completely covered all my school needs. I've even had extra after each semester to spend on food/housing/whatever.
Last year, I started going to a pretty good university, and FAFSA was going to cover most of it, with only 2k or so needing to be paid by me/loans.
My Pell Grant and Unsub loan provider was Chase, and they approved both loans, and on their website had claimed to send them.
But the school never got the money. I tried going online, and for some reason my account kept looping. Like... I'd go to apply again for the loan, and it would say that I already have been approved. I'd call the techie line to get help, only to have someone in Bangladesh tell me they cleared the account so I could reapply/sort this out. Except they didn't. Repeat this until I finally give up on Chase being helpful (also went to the local branch and talked to the BIG BOSS there, same exact thing, wtf?).
So instead of owing 2k, I now owe about 8k. I can't get Sallie Mae because I don't have anyone in my family that can cosign, and my credit isn't good enough yet. I come from a poor family, and managed to work my way into a good school, but now I'm stuck in a wonderful little landslide. I already missed last semester, and if I don't get this sorted out in time for fall, I'm going to enter repayment.
I just want to get my degree and start living already. I mean, I have my own place, but I'm working for minimum wage and subsisting off beans and rice. :(
tl;dr -
How do I get a past due tuition loan so that I can go back to school? I don't have bad credit, but my credit isn't great yet, and I have no one that can cosign for me. :(

FYI...Banks do not orginiate Pell grants....they come from the USDOE and are dispursed by the school.
What does NSLDS say?? You need to log into there to see what was dispursed and when.
You should have been talking to your financial aid office at your school.

Oops
Didn't mean pell, meant sub and unsub. Was just seething when I wrote this, so was thinking a billion things a second.
What does NSLDS mean?
I was talking to them. The entire time. The bursar's office, too. Their response? Youse gotsta get urself a cosigner, boiiiiiiiiiii.
Tried explaining to them that absolutely no one in my family is eligible, and they repeated the same thing*n. They also told me to go to a website that no longer exists and ask around there for help. I only found this site because I googled and muddled through a few pages/forums, and found one that seems to have decent advice and a good reply rate.
But hell if I know what I'm doing. That's why I'm asking THE INTERNET for help.
ty, btw

2009-2010 financial aid may already be closed...if so you may have a problem. Someone in you financial aid office has to be able to help you. Go to the head of the department if necessary.

It says that I received my Perkins loan last year, but no sub or unsub loan.
I already did my FAFSA and such. I just need to get the past debt taken care of. :(
I think I'm gonna just try and score an appointment with the head of Financial Aid. I'm wondering if they're so bad about helping because damn near everyone that goes here is uber-rich/has scholarships like madd.
Thanks for your help, btw.
