How long can a debt collection agency pursue a student for non-payment of a student loan. If they have not pursued it for a number of years (like eight or more) doesn't it become uncollectible?

Federal loans can pursue you FOREVER. They can garnish without a court order and even garnish social security. It is never uncollectable.
Private loans are generally sued on which extends the collectability.
