However, IMO if she can't make the payment on the loan anymore, she may default on it. The co-signer would then be responsible for repaying her student loan.

Sounds like karma is going to come around and bite the guy who promised her a scholarship which in itself sounds like a scam. When the primary is out of the country, they will pursue the cosignor first.
What about her? What will happen to her? She informed the cosign

That's total BS. A person cannot be denied entry into the United States for debt any more than they can be imprisoned for debt. This is a very old chestnut and I would really like it if people would stop perpetuating it.
