Help!
I am a divorced school teacher. The DOE began garnishing my wages 6 months ago for 15%. This is putting me into a severe hardship to pay my living expenses (I have no credit cards,etc.). I have to pay $1150 a month in child support to my ex-husband. I am a recovering alcoholic that destroyed my marriage, family, credit, and almost my career. On paper it looks like I make ok money per month, but with the child support, children's health insurance, and now this garnishment...I am literally eating cereal for dinner every night.

You could try to appeal but it is likely you will be denied. You should have consolidated under the ICR or IBR a long time ago.
Maybe look at working a second job.
