I am going through a debt management program and was told that under the new Obama plan student loan can be negoitiated for settlement....is this true?

Student loans in default have always offered settlements...not to the extent that other consumer debts offer, but they do settle. Always haved.
Correct...you must deal directly yourself thru the guarantor or collection agency.
