Before graduation , I did not sign a promissory note. Am i obligated to repay.

You havent given a lot of information...was this for a loan or tuition balance?
For loans, you application is your promissory note.
For past due tuition, no prom note is needed. By enrolling in the school and registering for classes you enter into a binding contract to pay.
