I'm receiving calls from someone in this collection agency which insists I first verify my address before they will give me any information. I ask who is calling and what is the reason for the call but I am refused any information unless I verify my address first. I called back the number on my caller ID and found out who was calling. Is this legal? If not I'll report the agency to my state's Attorney General.

Well, this is a jam. By not telling you what the debt is about/giving you relevant information while asking for your address, they are technically not breaking the law.

The only thing you can do at this point is to send MRS a DV request which should stop them from calling you and bothering you till they have actually complied to the DV request. If they attempt to collect before producing any kind of validation after they have received your written request. If they do, they would have violated the terms of the FDCPA and you can possibly sue them.

Just remember to send the DV request in writing via CMRRR.
