The irs levied my back account by mistake they sent the bank a release and they put the money back in my account but the bank charged me a $100.00 fee. I asked them why didn't they put the $100.00 back in my account and I was told I need a letter from the irs stating that they made a mistake what steps do I take to get the irs to write me a letter stating they made a mistake?

Sounds weird. Anyways, just contact the IRS in writing, state all the facts and send a copy of that same letter to your bank. The IRS would reply but it might take a bit of time. Once you do have a reply, send a copy to the bank and things should get smoothed out well enough.
