HOAX or SCAMMER Consolidation Companies??

All of a sudden, with no need for debt consolidation, I get two letters from debt consolidation companies trying to get me to call them and sign up to reduce my debt. The letter state that I am past due, owe $XXXX, and up to my limits.
WHO are these companies? Are they really real, or just scam artists looking to get money from uninformed consumers?
The companies are:
Debt Assessment Division
PO Box
San Francisco phone number 888-896-8077
and
Legal Advocates For Washington
NO address but phone is 866-623-7436
