Help with Pioneer Credit Recovery

I need help for a friend. He was in the National Guard for 3 years. It was a 6 year contract, with an enlistment bonus. The first year he got $10,000, the second year he got $5,000 and the third year he for another $5,000. He did not fulfill the 6 year contract, so the Dept of Defense said he owed them the last bonus he received of $5,000. He made payments of $140 a month for about 6 months until he lost his job, then it was turned over to the Dept of Treasury. They withheld his income tax refund of about $1,300 for 2011 taxes. Now the debt has been turned over to Pioneer Credit Recovery and some dude is calling threatening to garnish wages, since he just started a new job on August 6, and if wages are garnished, he will be terminated from this job. They cannot provide proof of the original debt, any payment history on the debt, and now they saying the balance $8,166. They are wanting to set up monthly payments of $275 a month for 30 months, or settle for $6364. If he pays the principal balance, they will appeal for the fees. That's what he was told. This is a 22 year old kid that has no idea how to handle this bullying collector. He just got married, has a baby due in 2 months and is struggling. Do you have any suggestions as to how to handle this???? Thank you!

You cannot be terminated for a wage garnishment...that is against federal law.

These are government contracted accounts....of course Pioneer can provide proof of the debt IF he requests it in writing. But I do not suggest it....it would be seen as a stall tactic. He can easily call the DOF and ask who is handling the account. THe DOF can also provide him with his payment history with interest accruals. As with most federal accounts, he will pay the costs of collection, usually about 20%.
The collector is simply doing his job...your friend would have agreed to pay back this money IN FULL on demand if he did not complete his National Guard contract. From my understanding of DofF collections, they can be brutal...the DofF expects these accounts to be liquidated ASAP. I would highly suggest that he get a second job and use it to pay this debt of ASAP.
