I have written too many of these letters without any response, to the point that I feel like I am beating my head against a wall. I have met numerous others in the very same situation that I am in at this time. The OTC has placed a hold on my Respiratory Therapy License and I will NOT be able to work (so much of the "right to work law"). The monies that they are referring to were indeed paid to the best of my knowledge, as I do not have information that goes that far back, but the worst part is that they turn the matter over to a collection agency that is rude, inconsiderate, arrogant and unwilling to release ANY info that they may (or may not ) have on the matter. If I indeed owed back taxes of the many years that they are saying then I would not have been able to renew my license as many times that I have. The last issue that I have is that there is no arbitration available to the citizens of Oklahoma to resolve these issues.

If I am reading this right, then the IRS must have filed a tax lien on you. As of 2011, tax liens are not filed unless the threshold amount of $10,000 is crossed. Moreover, a tax lien once filed appears on your credit report which goes around causing such problems as you are in right now. You need to check your credit report to see if there is an IRS lien on it.

The upside of the matter is that once you enter into an agreement with the IRS to pay your back taxes in full and agree to a direct debit for monthly installments, you can request them to withdraw the lien.
