1. Are the offices of Ed Overcash a reputable company or bottom feeders? The way they handled themselves seemed a little shady.
2. How can I determine if Think Cash (installment lender) is licensed to lend in KY and what my local laws are regarding installment lender on the internet? I found out the Pay Day One is illegal in KY and since both are affiliated with Think Cash I want to do my homework.

Since Think Cash is backed by First Bank of Delaware, they don't have to be licensed in each individual state. Banks are exempt from that type of licensing. What you need to do is get validation of the debt from Overcash. If they can validate it, you're going to have to pay it.
