I am not aware of any special programs through any tribes to help with PDL's. However, it wouldn't hurt for you to go and talk to someone in leadership about it.
In the meantime, why don't you post the following information for us, perhaps we can offer you some advice on how to get out of the payday lending trap:
-What companies you are dealing with
-Whether they are internet or storefront
-How much you borrowed from each
(principal only, no fees)
-How much you have repaid to each one
With that information, we can give you some advice on how to end this cycle!

I would tend to think since most PDL's operate without licenses and outside of state law, they would argue that residents of Indian reservations would have no special rights. They're still going to try and collect irregardless, right?

This is a very interesting question - If the state laws don't apply to reservations, then it's possible that there is a major hole in pdl protection. If the reservations don't have any "laws" regarding pdl's, then the pdl's could run totally free through reservations. They wouldn't have to be licensed or anything unless the reservation said so.
