There is one in Cook County Illinois - a business must put a check thru 2x, and contact the check writer by certified mail. If they do not make good on the check, it can be sent there- it is run by the county and they can take the check writer to court. I have had to use it for a customer that wrote us a VERY large bad check. I am sure the California one works in the same way. Check your County's web site for more info -
