Ok this is not right. No debt collector has the right to intimidate you like that. Especially when it's not your debt. Next time you see this suspicious car I'd like you to document and take pictures of it, time stamped if possible... get the plates. Then call your police department's non emergency line. If the car gets close or someone starts floating around your property (i have heard of this happening) call 911.

Your divorce agreement really means nothing....you are still liable for the debts regardless of what the agreement says. To make your husband pay, you will have to haul him back into family court and let the judge deal with him. If you keep putting off the debt, they will get their judgment against you.
No process server is going to camp outside your door. They get paid a flat rate per service and if you refuse it they can serve you by mail or publication.

Of course a legitimate process server wouldn't, but I have heard stories of really lowlife debt collectors intimidating people by appearing on their property. A story on Long Island a few years back, the collector was located in a town about 30 mins away and sent a guy to someone's front door and told her to pay up or be beaten. This was for a legitimate debt too, it was a low level debt buyer.
