Well she just said that I was being "downloaded" to my county. She would NOT tell me what this was about, she would not send me any paperwork. When I called the number back the person answering the phone didnt say the name of the company and would not tell me when I asked. Sounded very fishy to me?

Usually when a CA says you are being "downloaded" to your county, it's the old "I'm downloading affadavits for your arrest" threat. And it's a lie. You cannot be arrested for defaulting on a debt, whether it be a payday loan or a medical bill. I believe I remember someone saying not long ago that there was a scam going on right now where companies are calling randomly and threatening to "download" you for arrest if you don't pay this fictional debt they say you owe (but you don't actually owe anything). They mention the name of a bank, using "US National" or "US Federal" as the bank name and claim you owe money, and must pay, or you'll be arrested.
Demand validation of the debt and the name of their company. Ask for a physical address to send a debt validation letter to. Tell them if they do not provide this, THEY are in violation of the fdcpa, and complaints will be filed against their company with your State's Attorney General and the Better Business Bureau. If they are indeed trying to perpetrate a scam, they'll probably back off pretty quickly.
