I have heard that the military people get discounts on the loans and government assistance to repay existing debts

There is one debt relief program especially for the military people, and that is the Service Members Civil Relief Act. It monitors the interest rates on loans and credit cards for the active duty military. There is also Military Lending Act where creditors can't charge above 36% interest rates on credit cards.
