Yes, debt collectors can ask questions here, it's open for all, but not for spammers :)
I guess you are a debt collector. Under the FDCPA, you must send a debt validation notice to the borrower within 5 days of contacting. After getting the notice, the person can validate or dispute the debt within 30 days of receiving the letter. Without validating the debt you can't legally force the person to pay it off.
