Is silence and hanging up considered harrassment?
NCO keeps calling me about a small medical debt. They call from several numbers that I look up on 800notes so I know who they are from.
They simultaneously call multiple phones. When I pick up, there is silence on the other end and after 20-25 seconds the line goes dead.
I've managed to record this multiple times using Google Voice.
This happens 3-5 times per day and has been going on for 2 weeks
At what point is it considered harassment?

how do you know it's for this medical debt?did you get a letter from them,or was it a call?btw per the FDCPA calling numerous times in an attempt to annoy is a violation.save those google voices as they might come in handy for you.so yes i would consider it harrassment.
