I don't know who this man is but is blowing up my landline looking for someone who doesn't even live here.

The next time he calls -
The next time he calls - remind him one last time that the person in question does not live there - you want your number removed from the calling list, and that if you hear from them again you will be reporting them to the FTC, and then follow through with that.. Also you can block their number with your phone provider.
Do you have their phone number they are calling you from? We can help you - usually you can Google it and see who they are!
