Recently sent an email to DMS Marketing/XpressCash/whatever other names they go by, and this is the response I got. Thank you.

I think it means that their server is down for whatever reason.

I think it means that their server is down for whatever reason. It should probably go through once their server problems are fixed, but I would still monitor the situation.
