I filed for Chapter 7 bankruptcy and was dismissed

I filed for Chapter 7 bankruptcy and was dismissed later .Currently in 13 can it be converted or reduced

Why do you want to convert Chapter 13 to Chapter 7 bankruptcy?

You can convert to Chapter 7 anytime. All you need to do is file a motion with the bankruptcy court. You have to fill out certain forms. There is no need to consult the trustee also. The motion will be granted without any court hearing.

Why don't you try to wipe out debts through Chapter 13? Try to complete the program and get discharge from your debts within a definite time span and make a fresh financial start. Moreover, you pay a major portion of your debts through Chapter 13.

Have you received a Chapter 7 bk within the last 8 years? If yes, you can't convert to Chapter 7. Else, you can convert your Chapter 13 bk to Chapter 7. You need to file a Notice of Conversion with the the court and pay a conversion fee. But before you proceed, make sure that you qualify for Chapter 7 bk.
