also court draft with a fake seal?
I owe 600.00 to a company calld financial debt recovery. i wanna pay but i am terrified to call and listen to them yell and scream and me i had bad expierences with collections calling my mothers house and saying they were old high school friends and they were trying to get a hold of me and my mother gave them everthing.

The statement means that if any govt. body or any financial institution or any third party has any claim against you then this falls within the purview of public records and in any case you fail to pay off the loan then these statutory as well as financial bodies fail file a law suit against you to bring out a judgement order in their favor. And once a judgement is passed then the records of yours will be published in various business and law digests to aware the public and the credit reporting agencies. So you should try to settle all the claims against you.

A court draft with a fake seal is a clear violation of the law. This is as good as misrepresentation. It is an highly cognizable offence. So please be aware of it .

Your mother paid off the counseling agencies and I suppose your debt is over. In case your debt is over then you can lodge a complaint in the FTC as well as hire an attorney to file a suit against the collection agency for violating the fdcpa law.
