I can sympathize with the problem you are facing.
However, you have not mentioned the type of bankruptcy you had filed. Since you have filed bankruptcy in 1999 hence, this negative information will remain on your credit report for quite some time.
If you had filed a chapter 7 bankruptcy then this negative information will remain on your credit report for 7 years. If you have filed for a chapter 13 bankruptcy then the negative information will remain on your credit report for 7-10 years. Thus negative information on your credit report will stay till 2006-2009.
Since you require a loan you can avail a payday loan, that is if your need is for a short period. A payday loan company does not look at your credit report while giving you the loan. Otherwise you have to negotiate with the lender in order to avail any loan other than payday loan.

Welcome to the forums. Although you have filed for bankruptcy which will remain in your credit report for quite some time, you can opt for debt consolidation program to improve your credit report.
Through this program, you can pay off your debts by monthly minimum payments at lower interest rates and also re-age your account.
After you have paid off your debts, you will have a clean credit report and hence improve your financial position.
