Violation of privacy?

My fiancee received a collections notice from Revenue Group regarding a medical bill of $3000 from 3 years ago. I called them in hopes of providing the power of attorney forms that I have and setting up a payment plan. When I offered to e-mail or fax the POA forms, the woman told me that she didn't have e-mail and went on to discuss the debt with me and offer me a settlement. She basically took my word that I was the power of attorney for my fiancee. Wouldn't this qualify as a violation of some sort? I've spoken to several debt collectors in the past on behalf of my fiancee and all of them have required me to send in the paperwork to prove I am authorized to speak with them.
