Renter promise ss back pay as means to pay

One judge was awaiting the ss results, the next vacated this judgement since neither ss, nor child support nor a car of low worth $4000 could be taken. Which judge was right?

Child support and SS income is non garnishable. The car would not be worth attaching. So yes, the judge IS correct in his actions.
