is this legit? they don't say what it is for and don't respond except with excessively long wait on phone calls?.

These guys have landed themselves in hot water on more than one occasion for FDCPA violations. They are licensed in some states and operate out of NY. You have a couple of options here: In case you are sure that you do not owe the debt, dispute it in writing and ask for proper validation. If you are unsure if you owe the debt or not, your best bet is to hit them with a DV request via CMRRR and see what turns up. Until they reply with proper validation, they will not be able to continue with collection activities.
