Is this considered harassment?

I have been getting calls 2-3 times a day for over a month now. I have answered it once, I told them they need to leave a message if they want to talk to me since i dont answer 800 numbers. they never leave a message, now under the FDCPA it mentions:
Debt collector keeps calling you on the phone, harassing you to pay the bill.
Note: if the debt collector calls and doesn???t get you and calls back in an attempt to reach you, this scenario does not constitute debt collection harassment.
my main question is since they are not leaving messages is it harassment for them to keep calling me?

Nope ...this definately not harassment. They are more than reas
Nope ...this definately not harassment. They are more than reasonable at their attempts and you are call screening.
