My husband received a notice to appear in court and them had him to agree to a monthly payment to pay off 1300 dollars
$50 a month we never received a notice of payment plan and now they had a lien placed on our home which keeps us from modifying. who do we contact Arrow has up and disappeared ?

Arrow actually has disappeared, at least that is what I keep hearing. Sorry, I could not be of much help. I have been in India for the last 8 months. I get to go home for Christmas though :)
Try contacting the court. They got a judgment against you allow
Try contacting the court. They got a judgment against you allowing you to make payments. The lein in a normal course of action when a judgment is obtained.
