Need your input!

What happens if my credit is already ruined by having 3 debts turned over to collection agencies (1 already has payment plan established...can I include this in consolidation)? If my credit rating is already bad, would bankruptcy be better? I just can't get out of the hole even though I only have the 3 accounts in collection. (I was able to pay off my other credit card accounts.I have started going to a free financial counseling service to work out a budget, but they don't do debt consolidation. I am 68 years old and can't save anything for retirement. I still work full time. Also, I already consolidated all the loans and credit card I had with my credit union. I don't know where to begin.
