I work in Arkansas, but live in Texas. What I have been told is there cannot be any garnisment of wages for this. What should I do to get this resolved as the debt was passed the sol time to sue.

Texas is a non garnishment state. This however does not prevent them from levying your bank account.

They already have a judgment against you right? Did you get a summons? Answer it and dispute it on the grounds of SOL? This point is not clear....
