It is not a matter that they refuse to consolidate, but the simple fact that you are NOT eligible. There are very few private loan consolidation companies and these loans are credit based. Being that your loans are in default would rule you out.
If you are with a collection attorney, be prepared to sued. If you have a cosignor, they will be sued too.
