will a bankruptcy erase legal fines?

I had a DUI 3 1/2 yrs ago and did some time in jail. The jail charges 75.00 a day for everyday you are there, plus fines. I am elilgible to get my drivers license back but they are saying I need to pay over 20,000.00. I am disabled and on Social Security and there is no way I could ever pay that amount back. Would a bankruptcy take care of all those fines so I can get my license back?
