Allied Interstate has taken over my husband's JCPenney account. Am I able to settle the debt with them? How do I go about asking for a settlement? Thanks!

Confirm with Penney's that Allied is the collection agency on the account. Once confirmed, call them and tell them your circumstances and offer a settlement figure. They most likely will counteroffer.
If Penney's doesn't confirm, then you will have to send Allied a debt verification letter to be make they are the legitimate collectors for the account.
