With a poor/bad credit score, you won't be able to get a mortgage refinance. After the recent crisis in the mortgage market, the lenders have become very particular in this regard. Unless you've a good credit score of around 700-720 (for conventional loans), you won't be able to get a refinance. If you're planning to get an FHA loan, then you should have a credit score between 580-640.
As SoapLady has suggested, you should take steps to improve your credit scores either by disputing old or negative items or by paying off some of your existing debts. Once you've the required credit score, you'll be able to qualify for a mortgage refinance.
