Is it normal to recieve calls at 8:00 in the am?

Also on messages I thought the person calling me had to state that this was an attempt to collect a debt?

I can barely understand the message but I do get enough to know that he does not state that he is trying to collect a debt.

Is that legal?

Legal calling time is 8am to 9pm. All they should be leaving on

Legal calling time is 8am to 9pm.

All they should be leaving on a voice name is there name and phone and maybe the hours to call. Anything more could be deemed disclosure.
