Does anyone have any advice for this?

I have applied for Judgement to be Set Aside as the first I heard of a case was when I received the Warrant of Execution of Enforcement from a bailiff at a local court. I had received no previous papers or orders or notifications because they had gone to the wrong address. Only the warrant of execution fo enforcement came to the right address - an address the claimants had used previously and knew about. Now I'm applying for the fee to be waived for the judgement to be set aside. I have sent bank statements, pension statements, a tax form but they want more. While this is going on I am getting phone calls from the local bailiff who knows I have applied for Judgement to be set aside. I asked today why he keeps phoning me and he said because he's the bailiff and he has a warrant. Should he be phoning me? He knows I had received none of the prior papers. How can I stop this guy phoning me? Surely, he should be dealing with the court that sent him the warrant? Can anyone advise me? I know there's something intrinsincally wrong here when I'm expected to pay for justice. Can anyone advise me? I'm in the UK.
