CA HELP CCS Collection Agency

I will be the first to say that I Freaked out when the collection agency threatened to send a garnishment to my employer. So I agreed to pay far more than I count afford. They told me that I either had to pay voluntary or they would get 25%-50% of my income. When I told them they were wrong only 15% they told me nope and they didn't even need a Court Order. When I then told them I was in the process of consolidating they told me it would be through them too (When I told them numerous times about reasonable and AFFORDABLE, Vanessa totally ignored me).
And that my consolidation repayment would would be a a rate of 1% of my loan, basically 703 per month. After reading some of your other responses I contacted the Ombudsman. I spoke to a very, very nice lady, she took my information and told me that my complaint would be assigned to a caseworker and that I should hear back in 7-10 days. My question is what will the ombudsman do? I know that they try to reach a satisfactory agreement. My main concern is NOT to avoid paying, but to get a payment that I can afford. DO they Do this? I feel like I was lied to and forced into doing something that I couldn't afford to do. Thanks for your assistance
