Since the federal people have already told you that if anyone is trying to impersonate the legal authorities and it is a punishable offense, you should collect some proof of this illegal activity done by the pdl company.

Be sure your husband explains to your boss that this is an illegal company harrassing him. He doesn't have to tell the whole story, but he may as well tell him something so that his boss doesn't actually think the FBI is after him. FBI agent. Will these people stop at nothing?

Yes your husband needs to talk to his boss. Like was stated he doesn't have to go into great detail about this situation. Just tell to give him general information. He doesn't need to tell him the whole story.
Geez that's the last thing anyone needs is to have their boss think the FBI is looking for them.
