I am sure this must be a collector collecting for one of your past debts. If they are doing legit collections, they should give you the name of their company and send the info in writing as per the federal laws. You don't need to worry about them. Use your consumer rights and wait for them to call you again. Ask the name of the company and tell that you want to write a debt validation letter to their mailing address. Once you have reviewed the debt info, you will be in a situation to speak further.
If they continue to harass on the phone, tell them that you will be recording the calls and hiring an attorney for pursuing legal actions. This should put them in the best of their behavior

There was no discussion of not paying bills, but this person has a right to have it validated, as even Bob Hooper does! What if someone came along and said you owed them $8500--would you just pay it, or would you ask for validation that the debt was indeed yours, if there was doubt?

I have several people and even some companies who owe me money. I am always happy to provide them with proof of the debt (even when it is not requested), it helps people recall things that may have inadvertently slip their minds.
