Why would a collection agency take the time to bother calling someone 20 times a day and hang up?

If it's a collection agency, then they must follow the mini miranda clause. They need to disclose the name of the company represented along with the purpose of calling.
Keep a record of all the messages. If you figure out it's a collection agency, consult an attorney and file a case against them for violating the FDCPA.

If you are able to find out that the call is done by a collection agency and they are using an auto dialer, you can have your name removed from their dialer. Let them give you proof of the debt. They will not be willing to do this in the first shot, but if they can't verify your debt, be educated of your legal rights and speak with the supervisor of the company. Your name should be removed from the system if the debt is not verified.
