Yes, debt collectors can call third parties when they are unable to locate the debtor.
The contact should be done in the fair way following the laws in the fdcpa. They cannot discuss anything about the person's debt. Here is the excerpt in the Fair Debt Collection Practices Act states many other laws that are strictly applicable on them. Please know your rights summarized in the FTC's FDCPA2
